The Eclipse based help comes from a local web server. Although my IE Connections contained entries to not send localhost or 127.0.0.1 to the proxy the Notes Location document did not. This has caused no problems until now. Adding the entries to the Location document allows the Help file to come up properly when clicking the Help Button.
